Norwegian government to liberalize online gambling

09 October 2025

Last September, the conservative and extreme right coalition party won the elections in Norway, and will take office on October 14. Even before taking office, members of the coalition have spoken of the will to liberalize online gambling and open the market to foreign companies .

One of Erna Solberg's promises (who will lead the new government) during the campaign was to "diversify the economy beyond oil, privatizing state companies and reducing some of the highest taxes in the world, in order to give maneuvering space to the private sector."

The online gambling market liberalization fits perfectly in this promise, since until now online gambling services are only allowed to two companies: Norsk Tipping and Norsk Rikstoto. Section 298 of the Norwegian Penal Code states that any online game that is not permitted by special Act is prohibited. Only the two companies mentioned above have permission by special act.

Although not part of the European Union, Norway is part of the European Economic Area and has plans to implement a more open market, in the fashion of Denmark .
