Head of Spanish gaming authority favors international liquidity

20 September 2025

Carlos Hernandez, who in June was appointed as the new head of the spanish gaming authority (Dirección General de Ordenación del Jogo), said in an interview that he is "completely in favor of international liquidity." A positive affirmation that feeds into the hopes of spanish (and european) players - but there's a catch.

In Hernandez own words:

"I don't want to go ahead and say it'll happen by the middle of 2014. I hope that we have it (international liquidity); nothing would please me more, after clearing all the doubts we have. I'm all for international liquidity, but there still are many things that I want to clarify beforehand. Such clarification may change my opinion or enhance it, causing the process to go slower or faster . As I was saying, I wish all goes well and I wish we have it by the middle of next year. But we don't have a deadline and I'd be lying if I said we do."

In a lengthy interview conducted by the spanish website poker-red, Hernandez confirmed that the government expectations of the regulated market were not met, and that numbers have been falling.

Hernandez has also revelead that he will have a personal meeting with Francesco Rhone (Director of AMMS , the Italian gaming authority) to directly address the possibility of sharing the market.

Besides the personal meeting with Rhone, Hernandez also spoke of future meetings with the French authorities and a trip to Denmark, where he will meet with Birgitte Sand (responsible for the Danish regulator) . Denmark has a regulated market, but it hasn't closed its doors - unlike Spain, Italy and France .
